West Indianapolis Neighborhood Congress- (WINC) is the neighborhood association for the west side of the Indianapolis area. This is a volunteer group who have brought about many important changes for the area. WINC is the grassroots neighborhood organization that represents our area and the residents of Indianapolis in any civic or governmental issues.
